If expired drugs are not cleaned up in time or discarded at will, they will become “small bombs”, resulting in many new problems. First, there is no suitable outlet for expired drugs in their families, which often become the target of illegal drug dealers. After processing, they change their appearance and flow into the sales channels such as rural areas, small private medical institutions and urban low-income groups again, bringing unpredictable and terrible consequences to the society; Second, many toxic drugs are discarded at will, causing serious chemical pollution to the environment and even large-scale poisoning events. At present, family expired drugs have become a major hidden danger of drug safety and a major problem of drug safety supervision

according to the author’s personal experience, in August and September this year, a pharmacy in Changchun conducted a family overdue drug recycling activity. We don’t consider its commercial intention for the time being, but from the actual effect, the activity did meet the urgent needs of the people and had a good response in the society and the masses. In addition, according to Henan Newspaper Network, Guangzhou Baiyunshan traditional Chinese medicine factory began to recycle expired drugs in Zhengzhou and other places, marking the launch of the establishment of a long-term mechanism for household expired drug recycling in Henan Province. The above phenomenon is not a beneficial attempt to establish a drug recycling mechanism

I think it is necessary to establish a long-term mechanism for the recovery of expired drugs at home to ensure the quality of drugs and the safety of people’s medication. Therefore, I suggest:

first, the government should formulate relevant laws and regulations for drug recycling, so that there are laws, rules and records for drug recycling. It is clear that the main body of drug recycling is the competent government department, and drug manufacturing enterprises and drug sales enterprises are the chain, that is, the main body of implementation. Coordinate the health, environmental protection, drug administration and other departments to strictly implement the treatment procedures after drug recycling, avoid secondary pollution of drugs, strengthen the crackdown on illegal drug purchase, and eliminate the source of illegal small pharmaceutical factories from the root. Drugs are special commodities related to people’s life and health. They must be strictly managed and put an end to mistakes

Second, the government has increased the publicity of the harmfulness of expired drugs, guided and educated the people to establish the concept of recycling waste drugs. Drug regulatory departments, community hospitals and pharmacies should strengthen the publicity of popularizing medical knowledge, let the people really understand the knowledge of correct use of drugs, deal with the methods of storing drugs, and reduce unnecessary waste. At the same time, let the masses have a full understanding of the toxic and side effects and harmfulness of expired drugs. In a way with more affinity and appeal, make TV promotional short films, which will be circularly broadcast on the mainstream media of the government in the form of public service advertisements

Third, effectively coordinate the interests of the government, enterprises and the masses to achieve scientific decision-making and win-win situation. Some large-scale drug recycling points can be established in pharmacies with high reputation among the masses in the way advocated by the government and selected by the masses, and the drug recycling can be carried out regularly, at fixed points and at fixed times, so as to promote the institutionalization, specialization and standardization of drug recycling. During drug recycling, on the one hand, the people should benefit from the recycling price. In addition, for some expensive drugs that have not expired, the drug administration department can take them back and put them back into the drug market to better serve low-income groups; On the other hand, from the perspective of environmental protection and pollution prevention, the government finance should give appropriate economic compensation to drug recycling enterprises to fully mobilize the enthusiasm of drug enterprises. In fact, recycling expired drugs is not only good for enterprises to establish brand image, but also can provide some reference for production in the coming year through the statistical research of year-end recycled drugs. At the same time, a strict drug recycling registration system shall be established to register the recovered drugs, and the name, quantity, production date, expiration date, address and telephone number of the recovered drugs shall be registered, so as to facilitate the tracking and confirmation of the drug supervision department. Your suggestions are very good, the problems are very objective, and the proposed measures are also very specific and in-depth. They will play a positive role in establishing a long-term mechanism for the recovery of expired drugs at home, preventing expired drugs from flowing into illegal channels, and ensuring the safety of drug use. As the sponsor, the leaders of the provincial food and Drug Administration attached great importance to it, held a special meeting for serious research, and instructed the drug market supervision office to carry out special handling. On the basis of communicating with you and seeking the opinions of relevant departments, deputy director Zang Youwei of our bureau gave you a face-to-face reply on May 13, which was fully affirmed and approved by you. the recovery of expired drugs at home has always been a work that our Bureau attaches great importance to. In the “special rectification plan for the drug market” over the past few years, our bureau has listed the special crackdown on illegal drug recycling as a focus of rectification, including the recovery of expired drugs at home. Under the advocacy and supervision of food and drug regulatory departments at all levels, some well-known pharmaceutical enterprises have carried out activities to recycle expired family drugs, which has been highly praised by the masses. In order to carry out this work for a long time, our bureau is also actively studying the establishment of a long-term mechanism for family expired drugs. According to the investigation of our bureau, at present, no province in China has issued government regulations in this regard. Only municipal drug regulatory de
partments such as Haikou, Fuzhou, Changzhou, Taizhou and Jinzhou have issued the measures for the administration of expired drug recycling in the form of documents. In 2006, the State Food and drug administration also implemented the recycling of expired drugs as a major work and prepared to issue relevant policies. Since the existing laws and regulations do not provide for the recycling of expired family drugs, there is no upper legal basis for establishing local regulations. Our bureau believes that the current long-term mechanism for the recovery of expired drugs in our province should be based on the introduction of normative documents. To this end, our bureau has drafted the management measures for the recovery of expired and invalid drugs in Jilin Province, which will be jointly issued with relevant departments.

I. The setting of recycling box is unreasonable. The 15 expired drug recycling bins set up by Lanxi food and Drug Administration in rural areas are all located in township governments and sub district offices. Because township governments and sub district offices are government agencies, and the majority of the people basically won’t go to government agencies without special things, there is an embarrassing phenomenon that there are few expired drugs in the expired drug recycling bins. In contrast, the drug recycling bins set up by the Bureau in 19 urban communities have achieved certain results because the location is close to the masses, which is convenient for the masses to put expired drugs into the recycling bins. Therefore, it is worth thinking about the location of the expired drug recycling box. According to the survey, community health service stations, community neighborhood committees and pharmacies are ideal places to set up expired drug recycling bins that can be recognized by the majority of the people

Second, the daily management is not in place. In the early stage, Lanxi food and Drug Administration once entrusted the drug supervision assistants in towns and streets and the drug supervision informants in urban communities to be responsible for the daily management of expired drug recycling boxes. Because the drug supervision assistants and drug supervision informants are doing this work free of charge, they are not enthusiastic. At the same time, because there are many changes in the work of drug supervision assistants and drug supervision informants, the recycling bins in many places are unmanaged

Third, the participation of the masses is not active enough. Over the past three years, Lanxi food and drug administration has repeatedly sent people to the recycling points to collect expired drugs, and the number of drugs recycled each time is very limited. In October 2005, Lanxi food and Drug Administration and Kangenbei pharmacy held the activity of “recycling expired drugs with free purchase vouchers”. People can exchange 100 yuan of expired drugs for 5 yuan of purchase vouchers. A total of 2867 kinds of expired drugs are recycled in a week, with a standard value of more than 7000 yuan, which is in sharp contrast to the number of 36 expired drug recycling boxes set up by the Bureau. This shows that the people’s enthusiasm for recycling expired drugs free of charge is not high

IV. The publicity work is not deep enough. Although the recovery of expired drugs is a good thing, the results are not obvious and the social response is not enthusiastic. The reason is that the publicity is not deep enough. The publicity means are only limited to fixed-point consulting services, and there is no long-term and extensive publicity by radio, television and newspapers. Through understanding, the author found that the people’s drug use knowledge is quite lacking, their awareness of safe drug use is relatively weak, and they don’t know much about the harm of expired drugs, and most people don’t know that the food and drug regulatory department has expired drug recycling points. Because they do not understand the formal channels for the recycling and treatment of expired drugs, the vast majority of families discard expired drugs together with domestic waste. They do not understand that littering expired drugs may cause environmental pollution and other hazards
